I am interested in knowing more on the theory behind
Factor B in UG-23.It seems that is  formula that accounts for buckling,thus reducing allowable compressive stresses.
Does anybody can help me on this?

Me again.
   My interest is to know more on:
    1.Rationale behind the ASME 8,Div 1 procedure for
      obtaining B knowing A=0.125/(R0/t) and temperature.
    2.Some theory on the Pa=(4*B)/3*(D0/t) formula,with
      Pa=Max Allowable pressure,D0=outside diameter
      and t=wall thickness.

have a look at "Theory and Design of Pressure Vessels" by John F Harvey, Chapter 8.  It is covered pretty well in there.

The buckling rules cover elastic buckling and elastic plastic buckling.  The chart for B goes up to yield stress levels for the material.  The nonlinear portion of the chart gives the tangent modulus for the material, which controls elastic plastic buckling, between the proportional limit of the material, and the 0.2% offset yield strength.  The linear portion of the chart is the elastic buckling portion, and the results from using that portion of the chart should be identical to using the equation which uses A and E.
