We are proposing a geogrid layer on a stone blanket with sand layer on top of the geogrid. Should it be vice versa?

For a 80 m dia oil tank, we are proposing a sand pad foundation with stone columns.

we are proposing a layer of geogrid in the sand pad foundation. what should be the layers in which the geogrid should be laid. i.e sand or aggergate.

should we lay the geogrid on the aggregate base and top up with sand layer or vice versa for better results.
