I would like to know which countries have the practice of installing calorimeters on each radiator in each room of a house to estimate the relative consumption of renters.
If you happen to know this to exist or not exist in a country and say so, I shall be grateful. Searching and browsing could not locate a comparative study.

It depends on the building owner. In some buildings heat is "included", meaning the rent factors in the cost of heat.
In other buildings there are calorimeters installed for each unit, and the tenants are billed for the actual energy used.
The term generally used for this is "sub-metering".

Submetering is fine.
No issue with submetering.
Issue is from where the metering is done.
Where the meter reader does the job.
In which states this is so designed that the meter reader must enter every bedroom.
I would like to know the map of this behaviour.

If there is one supply and one return per appartment its really easy. If you must instrument each terminal device it gets more complicated.
In either case the information can be sent via wire to a display in the hall, or in a utility closet on each floor, or to the boiler room, or to a computer. It can even be phoned or sent over the web to a billing center.
No need to have someone enter each appartment.
