Do you mean regenerative BRAKING?  If so, I don't see how this is remotely an ASME Code Issue.  Try Engine and Fuel Engineering or Other Topics.

Are your referring to Ward-Leonard type regenerative motor/ generator braking sets? If so, you might search under this name at an electrical website for more information.

The term dynamic breaking is synomous w/ regenerative breaking.  Check other forums under ME's and EE's for further info.
