Does anyone know what the LF $ rate is 1 1/2" pipe (2 rail)handrailing in the western states?

Check out Means Construction Cost Data.  This will give you both material as well as in-place labor rates.  You didn't specify which you wanted.

Qshake is right. I use RS Means books for all kinds of construction cost estimates. You can correct their values based on the city location. They break their cost by material, labor and all relevant mark ups such as tax, overhead, and profit.
