We started a project with an idea to install explosion-proof electrical rack, for small power distribution (with min.C.B.'s or fuses) close to the existing benzene line ( distance, d=15 feet - from flanges)and new benzene line (distance, d1=21 feet from flanges and control valves).
Now customer want unclassified electrical panel,( non explosion-proof) explaining that we are outside explosive zone. Still I am thinking that is not right solution.

Suggestion: The Electrical Safety Codes usually state minimum safety requirements. If in doubts, prepare suitable evidence that an additional safety is required.

It depends on the application of the benzene. There is no way to answer without a detailed understanding of the situation, but I would guess you need rated equipment. In the U.S., the National Electircal Code addresses applications in hazardous envrionments such as this in considerable detail.

Remember, why did the client they hire you if they are not going to follow your advice. Your call is based on your best judgement. Some clients will away look at the cost over safety. good luck
