The idea was to install explosion-proof electrical rack, for small power distribution (with min.C.B.'s or fuses) close to the existing benzene line ( distance, d=15 feet )and new benzene line (distance, d1=21 feet).
Now customer want unclassified electrical panel,( non explosion-proof) explaining that we are outside explosive zone. Please, your comments.

Your client is right, if there is the pipe is fully welded and in a well ventilated area without containment.  Don't like the idea myself, but that's what the code say.  Area classification is based on normal operating conditions and not based on accidental event.
