Outlook 2002 Rules Wizard is no Wiz

Outlook 2002 Rules Wizard is no Wiz

(OP)
I have a little problem with MS Outlook 2002.

I set up some rules in the “Rules Wizard”, to move emails to specified folders based upon family member’s email addresses. The “Rules Wizard” is set to run each when emails are received.
When I open Outlook, and receive emails, the “Rules Wizard” rarely works. It will sometimes work if I leave Outlook running, and I receive email sometime after starting Outlook.
There is an option in “Rules Wizard” to run the rules any time you want, but it is a manual process, and it sometimes does not work either. I tried deleting all rules, and rebuilding them, I also tried building one simple rule, all with the same results.

Any suggestions?

FYI, I attempted to download the latest update to Outlook 2002 from the MS website, but since I got Outlook through my iPaq software package, not Office suite, the updates will not run.

Thanks in advance for the help.
