In a specifications manual, under Section 5120, I specified that high strength bolts, nuts and washers should conform to ASTM A325. The state reviewer of my spec manual said that ASTM A325 is not valid. Nuts should be ASTM A563 and washers should be ASTM F436. While the reviewer is technically correct, is he being overly picky. I pulled the specification from the AIA's Masterpec documents.

Also, what is the appropriate specification for nuts and washers for ASTM A307, non-high strength bolts.

No, your reviewer was not being overly picky.  ASTM A 325 is not valid for nuts or washers.

For A307 bolts, nuts are A563 Grade A, washers are F844
For A325 bolts, nuts are A563 Grade C (or Grade DH if galvanized), washers are F436.

To further clarify, the nuts for the A325 Structural Bolts should be Heavy Hex Nuts per ASTM A563 (Grade C / DH). ASTM A563 does contain a variety of grades and nut patterns. If you need to specify specific washers for the A307 bolts, ANSI B18.22.1 contains 2 types of washers that are readily available in the market. They are the Type A Narrow pattern (commonly known as SAE Washers), and the Type A Wide pattern (commonly known as USS washers). The Wide pattern is commonly available in a hot-dip galvanized finish and is likely the choice for use with A307 bolts. ASTM F844 makes reference to the ANSI spec, but states the Narrow pattern is to be furnished unless otherwise specified.
