I am looking for information for a design that can measure crystal resonators from 5MHz to 400MHz. Any suggestions?

An osclliscope with jitter analysis capability might work...

One thing you might be able to get to directly is "Check Crystal Impedance" in Electronic Design, November 9, 1992, page 61.
