I am looking what the rules and regulations are with regards to performing welding repairs to a pressure vessel.  Is this outlined in a ASME code and if so...which code?  What are the rules and regulations with regards to hydrotesting?  Again....is this outlined in an ASME code and which one.  I was searching ASME's web site and could not find which code I needed.

Look at the NB as arto suggests. Stamp holders are listed.

The work must be performed by a "R" stamp holder.

Contact your insurance carrier and/or the local jurisdiction. Who ever issues the certificate.

Rburchby, The ASME BPV Code applies to the new construction of boilers and pressure vessels, and not to repairs of such vessels. If the pressure vessel lives in an area that is covered by a State/Local BPV code, you must meet those requirements. Generally speaking, the National Board Inspection Code is adopted by Code Jurisdictions and any repair by welding of a covered vessel must meet the requirements of the NBIC.

A parenthetical comment: If you don't know how to repair a pressure vessel before reading the NBIC, you will not know how to repair it after reading the NBIC.

sounds like you also need to tell us what type of repair you are contemplating, what material is the vessel, how thick, what product is in it, ...care to expand  on the original cry for assistance?

The NBIC is the place to look for repairs to pressure vessels. In regards to pressure testing/hydro testing, NBIC RC-2050 requires that the integrity of the repair shall be verified by examination or test and the examination and test be used shall be subject to the acceptance of the inspector(AI) and where required, acceptance of the jurisdiction. Take a look at NBIC interpretation 98-33, you may be able to use examination (NDE) in place of hydro testing.
