how can I separate viewports on one drawing so that they contain different drawings that are not linked?

Sorry, you can't.  You will have to save your second drawing as an image file (BMP, PCX,....) and import it to your first drawing or copy the second drawing into your first drawing so that you can display both areas with viewports.

You can "sort of" do this, if you insert one drawing as an x-ref, but it's a bit of a clunky way of doing it.

OR instead if you dont want to affect one or the other and you are a ffreaid one might conflickt with the other start a new drawing and insert both of them as xrefs or blocks

XREF the drawings you want into one drawing.
Put them on different layers.
In the LAYERS dialog, you can freeze certains layers in any viewport.
