C3 or D3 Tachograph signal

C3 or D3 Tachograph signal

(OP)
I am after some information on the C3 or D3 signal generated by a tachograph for speed limiter purposes.

Are these compatible with one another? (C3 = D3?)  I am having trouble with an engine ecu which mis-reads the vehicle speed by a factor of (approx.) x3 too high, obviously this is playing hell with the RSL.

Any help, input or direction would be greatly appreciated...

(I take it that this is the correct place for this post?)
