to jockey or not to jockey

(OP)
We're designing a pump station which has both domestic supply pumps and a diesel engine fire pump, discharging into the same potable distribution network--there's no separate pipe for the fire system. There's also an important sprinklered building on site fed through the network. I suppose that if our domestic pumps provide just slightly more pressure than the fire pump we wouldn't need a jockey. Am I right? Are there other issues I should consider?
