Control Output Ramp

(OP)
I have a compressor with a recycle valve between suction and dischg (700-950psi).  When the unit goes on-line it must not take the dischg pressure up at greater than 40 psi/minute.  The Gov control is another issue, but regarding the valve:  what is the best way to control the rate?  Simple enough to put a dischg pressure setpoint in the valve but typical PI tuning may get out-of-bounds when conditions are different.

Control system is PLC5/30 with 6200.  Is there a method to monitor the rate-of-change and auto-adjust the PID accordingly, or is there another way?  Is it possible to set "window limits" to prevent the rate-of-change from getting outside and causing problems.  I'm not really a proficient programmer but I know what I want the control system to do.  I will seek outside help on the actual program.  Best regards.
