In United States, AASHTO would probably set the standard.  otherwise, USDOT.  Check with your local highway department

The AASHTO Roadside Design Guide is pretty much the basis for most states. For low volume roads (<400 vpd), the AASHTO Geometric Guidelines for Very Low Volume Roads is a bit more realistic.

The RDG is available at www.transportation.org. Also, check yopur state's DOT website and look for their highway design manual.

In the UK British Standard BS 5400  Design code for bridges gives the design criteria for pridge parapets and barriers under vehicular impact load.
