Hi,
Our approving authority doesn't put flow meters in their district water pump stations, and there are no residential meters either -- we all just pay a flat rate for water. I recommended a magnetic flow meter on the discharge mainfold for a pump station design because I want it for start-up, future troubleshooting and monitoring, etc.
Other reasons I have to justify it are:
1) Pumps operate at different points over time
2) The design and assumed suction & delivery pressures, voltage may have little or no relationship to such estimates during future operating conditions.
3) A flowmeter can enables assessment of potential savings in energy costs.
Are there other reasons than you can think of?

what is the magnitude of the problem? what kinda flows are at the stations? No putting flow meters on large assets like a pump stating as a rule is kinda funny...I was just curious to see how bog the stations are to see just how funny it is...lol
You hit the most important reasons. not knowing what the pump is doing is a definate safety problem since you have really no true idea what is going on. you could be coiling the water at shutoff head and no flow and boom...now that is an extreme...but worse has happened when the maintenance and operation people are disconnected from the equipment in such a way as that in not having the right equipment to do their job......

Do you know what the main differences in quality might be between a $3,500 and a $1,500 meter? It's not apparent to me.

4. How many electrodes inside. (for partial flow detection)
