Sir:

  I'm working in a R V Park in AZ. The foreman poured 4 concrete pads this morning, and the concrete setup to fast.  We have high and low on the pads that we couldn't
smooth off.  
   Is there a way or product that we can coat slabs with that will hold up on poured concrete?

   One slab is 5 1/2 ft. by 35 ft. outside. There are two doors off this slab which are i inch over pad, Is there a product we can spread over slab to smooth it out.

How Bad?, contrete setup so fast we had to chip away stone on contrete to try and level slab..

  Can you give me any suggestions?

Yes you concrete supplier can provide a suitable top coating mix.  Typically we is 3/8" pea gravel with a 4000 psi.  A bonding agent is applied the the slab before the top coating is applied.

Another option is modified polymer mortar - it will come out dark green, though, vs. the white/gray concrete.

Yes JAE is correct, and there is high-quality polymer modified cements, and even epoxy epoxy material.  But i have seen them limited to 1/4" thick resurface coating due to the cost.
