I am trying to determine the minimum thickness of ASTM 516 GR 70 pipe per AWWA M11.  The specification requires a minimum Yield strength of 38k psi and a maximum of 55k psi.  The mill cert lists 53k psi.  Can I use the 53k psi for my calculations?  Is 38 - 55 just the acceptable range for the steel?

The specification represents a statistical evaluation of the lowest probable yield strength and while the vast majority of heats will be well above the minimum the only safe design number to use is the minimum guarantee for the grade; unless you want to test every piece you are going to use and even then you will have to do a statistical analysis to determine the lowest level possible from your results.

Wheras A-516-70 is a plate specification and therefore the pipe has been rolled and welded, 38 ksi is the appropriate Y.S. to be used in normal code designs.
