We have to electron beam weld parts that are carburized.
Up untill now we have protected the welding area during carburizing with a stop-off paint but now we would like to switch over to hardturning (removing outer 2 mm after carburizing. We expect another stress level in the welding area before welding (carburizing= compressive, turning ??). Has the stress level before welding an influence on the stress level after welding or is this stress level not important because of the temperature levels reached during welding?

Welding will create a whole new set of residual stress characteristics.  I would suggest a hardness traverse across the piece before and after welding.  This should give you an idea of surface effects.
