My health and safety department wants me to design a live fire traning prop for a leaking flange fire.

I'm wondering what codes to follow - most of the time I don't try and light fires I try and prevent them.  

By intuition I'm guessing that I'll need some backflow fire prevention on the fuel gas line, a mock up flange (maybe a welded flange or a steel block machine to look like a flange with a slot for desired spray patterns.

Any help would be appreciated.

(using gas/diesel mixture)
