I have to design a 10" tall CMU block wall - could someone give me design steps to run through or a reference for the wall and concrete footing design?

By the way, I hope you meant to say 10'-0" tall wall not 10".

Non reinforced CMU can be designed either by rational analysis or code required parameters. Rational analysis is usually governed by allowable tensile stress on the mortar or compression on the blocks using net block area. Many older codes specified allowable height to thickness ratios for walls.
Watchout for newer code requirements related to special inspections.
