Can anyone tell me the best way to demolish a precast concrete marine pier supported on hp piles without setting any equipment on top of the pier?

With the exception to KAM's suggestion, you'll have to demo the pier as it was built: from a barge.  This assumes, of course, that the marine environment you're referring to is large enough and has access.  If not then a work platform may be built with pontoons (smaller barges) which may be trucked in.  This seems to me easy work for an experienced marine contractor, so think twice before becoming involved if that is the angle.
