In the equation of motion using simple harmonic motion for FPSO application, why is it that the phase difference with reference signal (wave) is being neglected?

The equation is given as:

Z(t)= z.sin(w.t+ez) [m or inch}

z= heave amplitude (m or inch)
t= time (sec)
ez= phase difference with reference signal (wave) [rad]
w=angular velocity (2pi/t) [rad/sec]
