First, does your sludge meet the specifications of 40CFR503 –
STANDARDS FOR THE USE OR DISPOSAL OF SEWAGE SLUDGE
http://frwebgate5.access.gpo.gov/cgi-bin/waisgate.cgi?WAISdocID=454426418677+31+0+0&WAISaction=retrieve

for pathogens and heavy metal limits? E.g., Tables in Sec. 503.13  give metal Pollutant limits: Ceiling Concentrations, Cumulative Pollutant Loading Rates, Pollutant Concentrations (monthly av.), and Annual Pollutant Loading Rates.

Here is the related  EPA site ‘Proposed Rule Revising the Standards for Use and Disposal of Biosolids’
http://www.epa.gov/waterscience/biosolids/
with a link to ‘More information on Biosolids’ http://www.epa.gov/owm/mtb/biosolids/index.htm Lots of useful documents here.

Due to the huge number of factors involved, e.g.,
agricultural restrictions
biological pathogens
BOD
chemistry
civil engineering
climate
COD
EPA regulations
geography
geology
groundwater
local politics
monitoring wells
odor
public health laws
rainfall
soil types
state laws
storage options
toxic substances
transportation
vectors (e.g., wildlife)

I suggest you get a book on the subject, e.g., Land Application of sludge, by National Environmental Training Association.  Not sure they are still in business, a link http://www.ehs-training.org/ doesn’t work.  Maybe someone else can make a suggestion.

The Water Environment Federation (www.wef.org) has both journals, including Biosolids Technical Bulletin, and books (53 on sludge/biosolids).

Last, but maybe not least, take a look at
'Sludge recycling'
