I would like to know if there is a site that would discribes:
1.The definition of Low Voltage. From what I understand low voltage for utility lines is considered to be anything under 90VAC (87.5 actually)I need something that can back this up.
2.What the actual voltage and variance from a traditional 120 VAC meter. (A site that would support this).

IEEE Std 141 (Red Book) defines low voltage as < 1000 V, medium voltage as => 1000 V and < 100 000 V, high voltage as 100 000 to 230 000 V.  Std 141 also shows voltage tolerances in the US as specified in ANSI C84.1.

Suggestion: Reference:
1. IEEE Std 100 Dictionary
for several definitions of low voltage
a. 24V by NEC
b. 1000V and less by System Voltage Definitions as described in the previous posting
c. Commercial building class. The same as b.

Utilities in some regions publish acceptable voltage ranges for their customers, and in many cases, also reference documents like ANSI Std C84.1

Recognize that the quoted range typically applies to the building service-entrance point.  Before claims are made, assure that you are using a known-accurate meter, with its own ‘paper trail’.
