Is there a table of maximum water flows through a pipe?  Example: max waterflow through a 4" pipe?

Try API RP 14E.  It has a figure indicated the recommended max and min liquid flow.

Also depending on the piping material,  the max recommended velocity for a 4 inch and larger pipe ranges from 3 m/s for galv steel, 5 m/s for cast iron and Cu-Ni piping in between.

IF YOU DO NOT WORRY ABOUT VELOCITY, IT DEPENDS UPON WHERE THE LINE IS COMNNECTED . FOR EXAMPLE (HYPOTHETICAL) IF YOU ARE CONNECTING THE PIPE BETWEEN TWO TANKS WITH DIFFERENT HEAD THE FLOW THROUGH PIPE DEPENDS UPON DELTA OF HEAD AND DISTANCE BETWEEN TNAKS. GO TO ANY HYDRAULIC BOOK TO FIND THE FORMULA FOR THAT.
