Hello,
Not sure if this is the right place to post, if not please point me to right area.
A radio station is planning new towers in my neighborhood, around 25K Watts, both Am and FM stations. 2 Towers about 100 ft. apart and 100 to 150 ft. high.
What is the equation to tell me how much power a neighbor receives from these towers in a house?
Is there a "Safe - Unsafe" level of power like this that can be tolerated by a person. I am getting the radio station in my phone now, how much louder will it get?

This always a problem. There are some squelch circuit available to suppress the spurious signals.

Visit the FCC website and do some exploring. I believe you will find some information related to RF safety.
RF interference is a different matter. As long as RF levels at your location are within FCC limits, the problem is with your equipment.
Check www.arrl.org and do a search on RFI.
