single point machining is costly, I am looking for an alternative process to CNC for producing holes of various size and location in 3 to 5.5 mm wall steel rectangular tubes.

Cannot tell how accurate you want the holes but we have had a local lasercut supplier do this in some large & long box section posts ( within 0.02") and it worked out much cheaper than CNC.
