I need to design a storage tank farm with associated pump house. It should be designed according NEC/NFPA. Fuel is HSD No. 2 with a flash point of 70°C. 2 tanks with size of 20000qm. The pump house is located 20m away from tanks.
Is it required to design system in Ex-proof.

A liquid with a flashpoint of 70 degrees C is a Class IIIA liquid.  See NFPA 30 - 2000 Chapter 6, for distances from vapor sources to different types of electrics.
