Can anybody send me in the right direction in order to design or purchace a hand tool that will install an o-ring into a bore that is aprox. 1-1/2 inches long to the o-ring groove.  The o-ring cannot be intalled by hand due to the small size of the o-ring dia.

for bores up to 1" in length i just us a pick set and a flat faced bar to manipulate the o'ring in place
a suggestion for a longer bore might be to turn a shaft down
leaving a shoulder at one end .2mm smaller than the bore and turn the rest of the shaft down to the bore size minus 2x the o"ring section.
turn a second shaft .2mm smaller than the bore and drill a through hole that is a neat fit over the first shaft
place o"ring on first shaft and wedge between the two shoulders debur all shoulders to prevent damage to the o'ring
lubricate o'ring before fitting.
