I am looking for a formula to predict the  force applied to an elbow in a closed loop hydonic system- Flow - 7000 usgpm water, nominal pipe size is 14".

i trust the elbow is a 90° elbow?
check any fluids textbook or engineering handbook, the information should be there.  i remember addressing this particular problem while in college, but do not remember the equation.
