What tooling or machine features are used to grind a stainless steel rod,.150 dia by 30 inches long. And now the tough part, the rod needs .002 taper per inch. At the small end the stock removal will be .025 per side.

The closest thing to this that I have seen is the Thru-feed Centerless Grinding of Fishing Poles. The parts are thrufeed Centerless ground and feed into a Curved tube which bends the poles as they exit the machine generating the taper. Lots of Set-up and playing required to "get it right".
Alternately, if you have a good machine control system, perhaps you can do a combination Infeed-Thrufeed operation which would provide the desired result. Again, sounds like a fun job to set up.

Regarding the taper grind.
Depending on the tolerance, you need to hold. This is generally not that tough to infeed a taper on a centerless grinder. Is the small end of the taper at .150 or is that the starting size of the material?

The stock size is .150 and is tapered for 30 inches to .100, The basic tol is .002 on diameters.
