Comparison of Shell thickness as per ASME Sec I and ASME sec VIII

Dear Sir,
We are an incinerator maker in Indonesia. The flue gas outlet from incinerator will be about 900 deg C. To cool the flue gas, we make two pass gas cooler with water inside the shell, and hundreds of fire tube. The construction is same like a fire tube boiler diameter 63.5 x 2.9 mm thk with 175 tubes in the first pass and 100 tubes in the second pass. The outlet temperature of gas will be about 180 deg C. The shell diameter is 2200 mm OD
My questions:
1. Is it mandatory to design the gas cooler as per ASME sec 1 ? or is it applicable to design the gas cooler with ASME sec VIII? Note: This is not an ASME Stamp equipment. The shell material is A516Gr70 plate and A312TP316L tubes
2. As per ASME1995 sec 1 PFT 9.1, the minimum shell thickness with diameter over 72 “ is ½”. Is it still applicable to the latest edition?
3. What happen if the thickness selected 10 mm only?
4. What is the strength value of both above material as per the latest edition?

I think certain details need to be worked out in order to avoid including the component in the section I scope as defined in fig PG-58.3.1 . See U-1(g), UG-16(b)(3), UG-125(b), UW-2(c), and UCS-25 of section VIII and part PFH of section I, and code case 1855 and PG-112.2.6

To correct some wrong info I submitted above. The chloride stress corrosion cracking ( SCC) can occur below 300F/ 148 C, so I think that one needs to review the metal selection and water quality with the issue of SCC in mind.
