Is anyone familiar with the term "beflaguration index"?

The "deflagration index" is a parameter used in tests conducted according to the ASTM E l226 "Standard Test for Pressure and Rate of Pressure Rise for Combustable Dusts"

In what year did the mineral, lignite coal, have to be stated in as such on a legal land deed, It was previous called a mined mineral.  I need a starting point if anyone can help. Thanks
