SAE J430 Mechanical and Chemical Requirements for Nonthreaded Fasteners is a fastener product standard, not an initial material specification.  Thus, one would order rivets from a rivet supplier asking for SAE J430 Grade 1, then a rivet supplier would determine what material to order that meets these requirements.  The only composition requirements for Grade 1 are phosphorus concentration = 0.040 mass % maximum and sulfur concentration 0.050 mass % maximum.  The only mechanical  requirements are for the initial bar or rod material: tensile strength = 52 000 - 62 000 psi, yield strength = 28 000 psi minimum, and elongation in 8 inches = 24% minimum.  Just about any low carbon steel could meet these requirements.  Thus, if you are a rivet manufacturer, I would contact any steel company (assuming you are in the USA, Republic, Charter, and Ivaco all supply large steel quantities for the fastener industry).  If you are buying rivets that need to meet this specification, contact a rivet manufacturer.
