Crane rail and concrete deck repair

(OP)
I have an existing crane rail on timber ties supported by a timber substructure.  The concrete deck around the rail has deteriorated and is being replaced.  I am planning on forming the concrete to about 2" away from the rail to avoid any flexing of the rail cracking the new deck.  This will leave a gap between the rail and the edge of concrete.  I was thinking of filling that void with ACP or other semi-flexible material.  Does anyone have any other ideas for filling the void between the concrete and the rail?
