Remedial techniques are required for the following:

1. Hydrocarbons in 3m of soil.
2. Groundwater contaminated with persistent mineral oil.
3. Soil contaminated with copper, zinc and water soluble boron.

Any advice would be most appreciated.

There are federal standards of course, however some states are Primacy states.  That is the state minimum requirements are more strict that the Fed. EPA standards. Who's standarsds are we looking at?  

What are the levels of contamination of the minerals?  Was the water filtered prior to testing or straight from the well.  Particulate matter often will give false positives in GW testing.  What are the test methods for the water collection and test methods for the GW testing?

Ex-situ thermo desorption?

2. Groundwater contaminated with persistent mineral oil.
Hot air or steam/air sparging coupled with SVE

3. Soil contaminated with copper, zinc and water soluble boron.

In-situ soil flushing with permeable barrier?
