I need a code related to the EXACT SOLUTION OF CIRCULAR PLATES which may include the analysis of holes and different end and loading conditions an it may be written with preferably visual basic,or mathcad or mathlab...

Sounds like you need FEA.  Most formulae and code gives answers for ideal conditions.  You seem to have hole(s) as well as varying end and loading conditions.  With FEA, once you have the basic set up, you can validate your model with load and support conditions that mimic the simplifying assumptions in Roarks and other formulas.  Then you should be able to quickly add holes and vary support and loading to get accurate results for your specific setups.

Note that Mathsoft sells Mechanical and Civil Engineering electronic handbooks for Mathcad that contain portions of Roark's formulas, specifically Table 24: Formulas for Circular Plates of Constant Thickness
