I am doing installation drawings for a pair of Wartsila engines. One of the connections is a size 00 18 din 2353 compression fitting. Is this for 3/4" id or od tubing?

Maybe you need to change the connector , and use one you can get local.
Sure there is a female NPT or BSP thread on the block.

If the DIN is 18,  it mean 18 mm outside diameter.
So you never can get a good fit with a 3/4  outside diameter.
