I'm trying to export a .bmp file true to size and import into Paint shop Pro.  I'm not having any luck.  I've tried different zoom modes, I guess not the right one. It's Autocad that I need help with Paint pro will make it true to what ever size it's exported.

A bmp is a BITMAP, not a scaled representation.  All that can be controlled is the number of pixels (vert. and horiz.) used to make the picture.

I'm assuming you're exporting out of "RENDER" mode in AutoCAD. Right????

If so, here's what I figured out with the help of Photoshop.

When I export out of AutoCAD and I go to the options for FILE and I choose BMP ... and I choose "USER DEFINED" for size ....

52 pixels equals an inch. This is provided you export a square image. ... for example 52 by 52 for "X" & "Y" ...
Or another example ... 1050 by 1050 ...

When I did this ... I opened the file in Photoshop and went to "Image Size" to see the current properties.

Base on a couple of files ... a pattern emerged which allowed me to do some math.

Afterwards I was able to predict the image size in inches before I opened the file Photoshop.

52 was the magic number!

Also per Photoshop .... all the images were set 52 resolution.
