A small 20,000 gpd package plant DMR states that we must have a .023mg/L chlorine residaul at the final effluent in order to comply with our permit. However, we have no instrumentation that will register this minute amount. It's not feasible at this point to spend $2500-3000 for a spectophotometer for a 1/month analysis unless we are required to do so by DHEC. At this time we are recording less than on monthly reports. Any advise?

Unless you have a bad relationship with your regulator, just call them and ask. At that point you can be seen as proactive, and looking for a solution. If you are an industrial plant, they may have a bit less empathy. Even so provision of some plant stats on earnings can be quite convincing.

I also agree with leckrich, ask the permitting agency directly for some ideas or what they will accept and the conditions precedent for this acceptance.
