Could we mix the concrete with fiber steel without reinforcement of steel for the high presure?...

I believe you are asking if the steel fiber may be substituted for reinforcing steel in the structural design of your reservoir walls, based on this and your other posting.  The answer is NO!

Steel fiber enhances the mechanical properties of the concrete and will increase its durability in many applications, but should not be used as a replacement for tensile stress reinforcement.

The steel fiber will increase the abrasion resistance of the surface of the concrete and provide better crack control than would be realized without fiber enhancement.  These are both good property enhancements for reservoir construction.

Studies done on steel fiber enhanced concrete in "splash zone" revetments showed better performance than un-modified concrete.
