On a welding symbol, when the weld-all-around circle is completely blacked in,  what does it mean?

This is probably referring to a field weld. AWS has changed the symbol from a solid filled circle to a flag.

 There is page on my site http://www.weldinginspectionsvcs.com/weldallround.htm
that shows the current weld all around, current field weld, and the old field weld. Note that the diameter of the filled circle is smaller than the diameter of the unfilled circle. An old field weld welded all around would be represented as a smaller solid circle inside another larger circle.
