I am trying to create an exploded model with balloons, yes it can be done in draft but looks better in model, anyone got any ideas, I am trying to put together an illustrated parts list for a user manual, surely other pepole do this?

What do you mean, "looks better in model"?  You don't like the shading in drafting mode?  There may be a way to adjust that.

Gravity is a harsh mistress.

1) Go to the view you want to use (ISO) and explode the assembly.

2) Turn on your Annotation toolbar and pick balloons.

3) Pick the parts in space and you have your 3d model ballooned.

You can set the view in the drawing file to display as shaded instead of hidden lines removed. This will allow you to drop in the BOM.
