material is used can i get the equivaland of this material in Indian standard or British standard

This steel has the SAE designation 4140.  The equivalent BS standard would be grade 708M40 as listed in BS 970 Part 1.  The old BS designation was EN19A.  In the form of wire instead of bars, BS standard 3111 Part 1 is the appropriate reference, and the grade is identified as 5/1.
