What the difference betweem ordinary Rotory Electric Actuator and Electric Reversible Stayput type Actuator?

I think an ordinary electric rotary actuator is a stayput actuator while an electric reversible actuator refers to an actuator that returns to a fail position i.e, Open or Closed when electrics are lost.

It is worth talking to Parker about this as I believe they offer small bore actuated valves with actuators referred to by your description.
