After a foundation wall is poured what is the recommended time frame before backfilling?

You should get 70% of your 28 day strength in about 14 days.  It depends how high you're backfilling also but I would say a minimum of 14 days.

It also depends on how the wall was designed.  If it is a cantilever wall you may be correct.  However, if it is a restrained wall and utilizes the slab above for support, I wouldn't recommend backfilling until the upper slab is in place and has reqached specified strength.
