I am not sure anyone will have a rule of thumb, but i would take one. My favorite contractor thinks i might have an idea what the average cost per square foot would be for precast concrete parking structures(one story). He said it is 55,000SF, with a 116' ramp x 25 feet wide. Average use, to be built in southern california. I do not have a means handy. this is just for a general comparison with the cost of using Steel post and beam fabrication with (i assume) composite concrete decks. Any help would be appreciated, ASAP, if possible, thanks!

Many precasters specialize in parking decks and would have a ballpark SF cost readily available.  I would call around to the local precasters and find out who does that type of work and give them a call.  As for the steel framed parking deck I really don't have a clue.  Most of the decks in my Midwest part of the country are precast.
