I have been looking for an appropriate cost-effective method for testing aboveground storage tanks containing fuel/oil.  Some of the tests mentioned are hydrostatic, radiographic, ultrasonic, and acoustic emissions.  I would appreciate it if you could give me an idea of what would be the best test or the best place to research the tests.  thanks

Each testing method has its own purpose.  As an example:

MFL-Magnetic Flux Leakage or LFT-Low Frequency Testing (Floor Mapper) is used during survey (after desludging & cleaning) to examine any metal loss to the tank bottom and in some instances shell when the tank is buried.  If indications are located they are further examined/verified with UT (Ultrasonic Testing).

During construction, Radiography examination is a requirement as per API-650.  For surveying RT is not conducted unless a repair has been carried out and access (both sides) is provided.

Acoustic Emission is in its developing stage; and should only be considered when more reliable data interpretation is achieved.

Hydrostatic testing is preformed during construction as per API-650 and during survey if repairs are carried out. (Either Bottom, Shell, Pontoons for Floating Roofs)

Tank bottoms are upper & undersides are at times coated.  CP grids are at times installed to protect the tank bottom.
Half Cells either premenant or portable (PVC tubes) are installed.

I forgot to mention that I am refering to 250+K barrel tanks; which may not be applicable in your case.

I suggest refering to either API 653 for large field erected tanks, or the Steel Tank Instiute (STI)for smaller cylindrical factory built tanks.

For  API Tanks, there is no "One" test.  Many tests are availible to answer specific questions.   The sum of all tests help come up with an interpretation

your leak test s/b done at pressures measured in inches of water.  Check Perry chemical engineering handbook for the recommended pressures.
